The Coordinating Board was formed as a direct result of the Oregon Watershed Enhancement Board's restructuring of its Council Capacity Grant. The Coordinating Board's purpose is to help Watershed Councils prioritize projects for funding and to ensure the watershed councils meet requirements of the "Out-Come Based" Watershed Council Capacity Grant. The Coordinating Board also provides a vehicle for communication between all five of the Wasco County Area Watershed Councils. Voting members come from each of the councils. Non-voting members include local state agencies, interested stakeholders, and Wasco Co. SWCD.
As a result of the restructuring, a unified set of By-Laws was adopted by all of the watershed councils and a county wide action plan was created. Each of the councils contributed input and the unified plan guides watershed restoration activities throughout the county. Prioritized projects are then incorporated into the Wasco Co. SWCD county-wide work plans for focused assistance and funding.
Capacity Grant requirements for the watershed councils is similar to the same requirements that conservation districts must meet to comply with their Capacity Grant and creates a structure that will help ensure the watershed councils meet legal and financial requirements.

A watershed is the area of land that drains into a particular body of water such as a stream, river, lake, or bay.
The watershed includes not only the waterway itself, but also the entire land area that drains to it.
